      In the Kirov region, the results of the housing and communal benefits and subsidies system for 2025 have been summarized. As reported by Kirovstat, last year, 313.5 thousand residents of the region received financial assistance from the state to pay bills for heating, water, and electricity. This concerns privileged categories: labor veterans, disabled individuals, large families, and other citizens entitled to compensation for expenses. Approximately 3.6 billion rubles were allocated for these purposes from budgets at various levels. The regional budget bore the main burden — 2.2 billion rubles, while the federal center transferred 1.36 billion. The average monthly payment for one beneficiary in the Kirov region amounted to 954 rubles. With this amount, the region managed to rise to fourth place in the ranking of the Volga Federal District. Only Udmurtia, Samara, and Ulyanovsk regions have higher figures. For comparison, in the leading Udmurtia, the average support per person exceeded 1.1 thousand rubles, while in the outsiders of the district — Chuvashia and Orenburg region — it does not reach 600–650 rubles. A completely different picture emerges with subsidies. Recall that this mechanism is intended for families where payments for "communal services" consume more than 22% of total income. In the Kirov region, in 2025, 18 thousand families benefited from such assistance. 326.2 million rubles were allocated from the regional treasury for their support. The average monthly subsidy for one family in the region reached 1,474 rubles. However, in this indicator, the Kirov region only ranked seventh in the Volga Federal District. Here, the region significantly lags behind the leaders: for example, in Udmurtia, the subsidy averages over 2.1 thousand rubles per family, in Bashkortostan — 1.7 thousand, and in Nizhny Novgorod region — 1.65 thousand. Notably, the minimum subsidy amounts are recorded in Penza and Saratov regions, where they do not even reach one thousand rubles.
