      Today, speaking at the end of the plenary session, Deputy Albert Bikalyuk expressed the opinion that the authorities of the Kirov region may be concealing a number of major issues, such as spending on updating the alert system and the operation of these systems, the activities of the Capital Repair Fund, and the concession of the "Vodokanal." He stated that he often did not receive answers to his questions, and there were instances when a meeting, where certain information was supposed to be announced, was completely canceled.

      After this, Bikalyuk sharply criticized those present—not the officials, but the leadership of the Legislative Assembly. He expressed the opinion that the Legislative Assembly has allegedly become "indifferent to the issue of controlling the financial and economic activities of the region." "As long as the motto is 'good must be with fists,' I believe we have become absolutely toothless," noted the deputy. He added that, in his view, the leadership of the Legislative Assembly may be to blame for this.

      Chairman of the Legislative Assembly Roman Beresnev commented on Bikalyuk's speech as follows: "Thank you. Apparently, at the next meeting, we will have to send another deputy to the regulations committee."
