      A total of 288 appeals were received by the ombudsman. Almost a third of them — 29.5% — concerned conflicts in educational organizations. Another 25.2% were related to the non-fulfillment of parental responsibilities, and 11.2% were about issues related to receiving benefits and providing psychological assistance. According to Shabardin, all three areas showed an increase compared to the previous year.

      At the same time, despite the preventive work being carried out, the situation with juvenile crime in the region has worsened. In 2025, minors committed 552 crimes, while the year before there were 343. The number of completed suicides among adolescents also increased: from 5 cases in 2024 to 7 in 2025. The total number of cases of suicidal behavior remains consistently high — 156 per year.

      One of the reasons for the current situation, specialists say, is the insufficient provision of educational institutions with psychologists. The region has just over 200 positions for school specialists, but in fact, help is unavailable in 247 schools. Only some of them have signed agreements with the regional psychological service, which allows for only a partial compensation of the staff shortage.

      The report pays special attention to children with disabilities and limited health capabilities. In 2025, there were 3,138 such children in the region who were subject to education. At the same time, in a number of specialized schools, the number of students in adapted programs sharply increased — in some institutions, the growth was more than double. This, according to the ombudsman, requires an expansion of educational spaces, an increase in the number of specialists, and additional funding, including for nutrition.

      Against the backdrop of these problems, a decrease in the employment of adolescents is recorded. In 2025, 7,514 minors were employed, while the year before there were more than 8,400. The decrease is attributed to the cessation of the state support program for employers. A proposal for its resumption has already been sent to the federal level.

      In the area of family placement for children, a dual dynamic is noted. On the one hand, the number of children left without parental care has decreased — from 398 to 342. On the other hand, the number of those placed in families has also decreased: in 2025, 333 children were placed compared to 439 the year before. Most of them were placed under guardianship, while the number of adoptions remains low.

      In 2026, the region joined the federal pilot project "Crossing," aimed at early prevention of deviant behavior and support for children in the "at-risk" group. The Kirov region was included among the ten pilot subjects where new approaches to working with adolescents and their families will be tested.

      Speaking about plans for 2026, the commissioner outlined a whole range of measures that will be implemented within the framework of the so-called "action plan." Among the priorities are strengthening the participation of educational organizations in preventive work with minors and their families, developing mechanisms for early identification of children in socially dangerous situations, as well as expanding assistance to parents to prevent the deprivation or restriction of parental rights.

      In addition, it is planned to develop a system of comprehensive support for families with problems related to alcohol or drug dependence, as well as to enhance legal education for adolescents and their parents. Special attention will be paid to the restoration of parental rights and the support of families that have already faced such restrictions.

      During the discussion, deputies also touched on infrastructure issues. In particular, the topic of repairing the "Labor Reserves" stadium was raised, where young athletes have to cope without water in the restrooms and changing rooms. First Deputy Prime Minister Dmitry Kurdyumov reported that the facility has been transferred to regional ownership, and in the near future, 6–9 million rubles are planned to be allocated for connecting engineering networks and creating basic conditions for training.

      A proposal was also voiced to expand support measures for youth with dependencies: the possibility of providing medications in outpatient settings for citizens up to 23 years old who are studying full-time is being considered.
