The individual entrepreneur lost the lawsuit against the Slobodskoy administration.

      In November 2023 the administration of Slobodskoy entered into a contract with an individual entrepreneur for the construction of a sidewalk on Rozhdestvenskaya Street, from Engels to Karl Marx (odd-numbered side). The work was to be completed by mid‑June 2024. The price amounted to more than 1.85 million rubles.

      Meanwhile the work failed to start. In talks with the contractor the authorities learned that, first, he lacked the funds to perform the contract — materials and suppliers’ services had risen sharply in price; and second, the site had asphalt and concrete surfacing whose removal was not included in the contract, and the contractor did not know how to proceed. The client replied that it would not provide more money and asked him to begin the work. Thus the parties argued until August. Realizing that the work would not start, the authorities decided to unilaterally refuse to perform the contract.

      The individual entrepreneur went to the Arbitration Court of the Kirov Region, seeking to have the decision declared invalid. However, the court dismissed the claim. An attempt to appeal the verdict in the Second Arbitration Appellate Court was unsuccessful — it ruled to leave the decision unchanged.
