During the winter in Kirov Oblast, more than 50 people were injured due to poor snow removal.

      The Prosecutor’s Office of the Kirov Region continues inspections of compliance with the law in the maintenance of roads, sidewalks and public spaces in the region’s settlements during the winter period. The trigger for the supervisory activities was the significant amount of precipitation that fell in January 2026, as well as numerous citizen complaints and media reports.

      During on-site inspections, prosecutors documented many violations in Kirov, Kirovo-Chepetsk and Kotelnich. These include untimely clearing of streets and sidewalks, narrowing of carriageways, piling up snow near pedestrian areas and inadequate conditions of public spaces. Special attention is being paid to the accessibility of the urban environment for people with reduced mobility.

      Thus, the Kirovo-Chepetsk city prosecutor’s office identified 89 residential and apartment-building areas whose maintenance does not comply with housing legislation and winter maintenance standards.

      The supervisory authority notes that the insufficiency of measures taken to clear the street and road network has already led to an increase in injuries. During the 2025–2026 winter season, more than 50 people were injured on the roads and sidewalks of settlements in the Kirov Region.

      On the basis of the identified facts, prosecutors of the Leninsky, Pervomaysky, Oktyabrsky and Novovyatsky districts of Kirov, the Kirovo-Chepetsk city prosecutor and the Kotelnich interdistrict prosecutor filed representations to the head of the city of Kotelnich, as well as to the heads of management companies and contractor organizations, including the Municipal Institution “Directorate of Urban Improvement of Kirov” and the Municipal Institution “Road Maintenance Service” of Kirovo-Chepetsk. The consideration of these representations is being monitored by the prosecutor’s office.
