Gadgets banned and medical check-ups without certificates: the Interior Ministry wants to rewrite the rules for issuing driver's licenses

      The Russian Interior Ministry has proposed changing the rules for taking driver’s license exams. A draft government decree prepared by the ministry provides for both tightening requirements for driving candidates and certain relaxations. The document is currently undergoing public discussion.

      According to the draft, the exam rules will include a new clause prohibiting the use of communication devices and any personal electronics during the test. This refers to mobile phones, hidden earpieces, video cameras and other gadgets that candidates might use to receive prompts. The Interior Ministry notes an increase in such violations and proposes not only to annul exam results but also to impose an additional waiting period before being allowed to retake.

      Another innovation concerns the annulment of already issued driver’s licenses. The grounds for this could be failure to appear for a mandatory unscheduled medical examination. This requirement applies primarily to professional drivers — taxi drivers and truckers. If a scheduled medical exam reveals signs of illness and the driver is referred for further testing, refusal to undergo it could lead to the license being declared invalid.

      The Interior Ministry also proposes to shorten the period for scheduling the practical exam after passing the theory. Instead of the current six months it will be 60 days. Experts say this will prevent situations in which candidates are forced to retake the theoretical part multiple times due to delays in scheduling.

      At the same time, the draft contains relaxations. In particular, it proposes to abandon paper medical certificates. If the candidate’s health data are available in the electronic registry of the Interior Ministry and the Ministry of Health, providing a paper certificate will not be required, writes Parliamentary Newspaper.

      It is noted that in the future, from March 1, 2027, driver’s licenses may be automatically suspended if diseases preventing vehicle operation are detected.
