Recall that the bill to raise VAT to 22% while retaining a reduced 10% rate for all socially significant goods was considered by the State Duma in its second reading yesterday, 19 November. The final, third reading of the bill took place today, 20 November. Deputies voted in favor of raising the VAT rate to 22%. The new rate will take effect on 1 January 2026. At the same time, the reduced 10% rate will be retained for all socially significant goods, which include a range of food products, children's goods, medicines and medical devices, periodicals, books, and breeding livestock. According to the draft law, the VAT increase to 22% will provide the budget with additional revenues of 4.423 trillion rubles in 2026–2028, reports RBC.
