      The inspection reported that on May 15, 2025 specialists carried out an inspection of the management company LLC "UK Gorod 43." Inspectors recorded flooding of the entire basement, a malfunction of the drainage system, and an unsatisfactory condition of the floors and doors in the common areas. Following the inspection, an administrative case was opened and an order was issued to remedy the violations.

      On June 26, the management company "Gorod 43" was held liable under Part 2 of Article 14.1.3 of the Code of Administrative Offences of the Russian Federation and was fined 125,000 rubles. However, during a repeat inspection on August 13 it was found that the requirements of the order had not been met. The inspection issued a new order with a compliance deadline of September 30 and drew up a protocol under Article 19.5 of the Code of Administrative Offences for failure to comply with the previously issued document. The State Housing Inspectorate is currently preparing a package of documents to coordinate a subsequent inspection with the regional prosecutor’s office.

      The management company servicing the building is LLC "UK Gorod 43", registered in Kirov on Preobrazhenskaya Street. According to Rusprofile, the sole founder is Alexey Kornilov, who is also connected to several other management organizations in the region. However, since August 2024 actual management has been transferred to a third-party firm — LLC "UK KOMI-SERVICE". The number of "Gorod 43" employees has gradually decreased in recent years: from 14 people in 2020 to four in 2024.

      The company's financial performance is also deteriorating: revenue in 2024 fell by more than half — to 10.8 million rubles. At the same time, the organization remains a party to a large number of legal proceedings — 159 arbitration cases totaling about 39.6 million rubles, as well as 57 enforcement proceedings. There is also tax debt exceeding 660,000 rubles. Over the years the company has been subject to dozens of inspections, many of which revealed violations.

      The company through which "Gorod 43" carries out management — LLC "UK KOMI-SERVICE" — is registered in Syktyvkar, and its founder Pavel Shuklin also owns the Kirov LLCs "Management Company" and UK "Housing Fund." The firms are linked by management and assets, while having a small staff and minimal operational activity.
