      A bill has been submitted to the State Duma proposing fines for the owners of websites, social networks and other internet pages if they allow users to authenticate via foreign services.

      Fines for websites and services

      The document establishes three possible login methods: via mobile phone number, via ESIA or the Unified Biometric System, or via an authorization service owned by a Russian citizen or a Russian company.

      For violating these requirements the proposed fines are:

      for individuals – from 10,000 to 20,000 rubles,

      for officials – from 30,000 to 50,000,

      for companies – from 500,000 to 700,000 rubles.

      The same amounts are planned to be imposed if a site uses recommendation technologies but does not notify users of this or does not publish on the page a document with rules for their use, contact details for legally significant communications, and information about the resource owner.

      For repeated violations the fines will increase:

      for individuals – up to 40,000 rubles,

      for officials – up to 100,000,

      for legal entities – up to 1.4 million rubles.

      In addition, liability is being introduced for failure to comply with Roskomnadzor’s orders to stop the operation of recommendation algorithms. In this case fines will amount to 20,000–40,000 rubles for individuals, 60,000–100,000 for officials, and 1.4 million for companies. A repeated violation doubles the amounts.

      Anton Gorelkin, first deputy chairman of the State Duma Committee on Information Policy, wrote on his Telegram channel that the initiative is aimed at reducing Runet’s dependence on decisions from “unfriendly countries.”
