Car drivers have started to receive other people's fines en masse.

Drivers of passenger cars have begun receiving fines of up to 600,000 rubles from Rostransnadzor for violations they did not commit. According to the Izvestia newspaper, owners of tractor-trailers are using a fraudulent scheme: before entering weigh stations they hang fake plates that match the registration numbers of passenger cars from other regions. As a result, the fine goes to innocent vehicle owners.

For example, a resident of Omsk received a ruling listing his Chevrolet Lacetti as a six-axle tractor-trailer nearly 5 meters tall. The man was fined 600,000 rubles, and the documents included a photo of a Kenwort tractor unit. The fine was only overturned through the courts.

Experts say cases of duplicated plates increased in 2024–2025. Truck owners resort to deception to avoid fines for overweight loads. After passing the control points they remove the fake plates and put the real ones back on.

The problem is that automatic cameras correctly read the plate number but cannot determine whether it belongs to a passenger car or a truck. Because of this, ordinary drivers are found "guilty" of violations to which they have no connection.

Lawyers advise in such cases not to pay the fine, but to go to court, attaching the vehicle's documents and photos proving that the vehicle could not have been at the location where the violation was recorded.
