They want to spend 5.6 billion on the tunnel and 158 million on the Lipatnikov Avenue project.

      The Kirov administration recently issued a decree approving the "Development of Transport Infrastructure" program. It is planned for 2026–2030.

      The program will be allocated 19.23 billion rubles, including 18.97 billion rubles from the city budget. 253.5 million rubles are to come from extrabudgetary sources, namely from JSC "ATP". The main directions of the program are roads and road safety (11 billion rubles), transport development (425.2 million rubles) and implementation of projects, including national projects (7.53 billion rubles).

      The document also lists specific expenditure items. Thus, in 2026 it is planned to spend 12.4 million rubles on the access road to the kindergarten and school on Dorofeeva Street, 10.8 million rubles on the design of a road construction project on Polevaya Street (from Krupskaya to Ordzhonikidze), 24.4 million rubles on the design for the reconstruction of Komsomolskaya Street (from Chapaev to Popov), 8.6 million rubles on the design of a road construction project on Ordzhonikidze Street (from Stakhanovskaya to Krasnoflotskaya), and 158.3 million rubles on the design for the construction of Lipatnikov Avenue.

      In 2026–2027 funds will be allocated for a tunnel in Novovyatsk (5.68 billion rubles) and for the implementation of intelligent transport systems (255 million rubles). In 2027 — for wastewater treatment facilities in Dolgushino (123 million rubles) and for the design of the reconstruction of the bridge over the Chumovitsa in Novovyatsk (17.2 million rubles). In addition, the city will allocate 253.5 million rubles for payments for acquired buses and trolleybuses (these funds will be spread over all years).

      Note that these are by no means all the areas listed in the document, just the most notable ones. As a result of the program's implementation, the authorities expect the share of poor roads to fall to 30% by 2030 and the number of road traffic fatalities to decrease to nine people. They also want road transport operators to maintain the share of work performed on social routes at 90.2% of the plan by 2030.
