      There are 3,789 apartment buildings with central heating in the city of Kirov and 4,581 in the districts of Kirov Oblast. All buildings are required to undergo preparation for the heating season (flushing and hydraulic testing of heating systems). In the course of preparations for the 2025–2026 heating period, inspectors identified 15 management companies that had violated mandatory requirements for the maintenance of common property by the start of the heating season. Administrative proceedings have been initiated against the management companies.

      — To promptly detect heating problems in the region’s apartment buildings, a “hotline” was launched on October 13. During the period from October 13 to October 30, the hotline received 180 citizen complaints about heating problems in the residential premises of 125 apartment buildings, the vast majority of which are located in the city of Kirov. All incoming issues have been addressed with the management and resource-supplying organizations. As of October 30, 100% of the complaints received have been resolved and citizens’ rights restored, — say the State Housing Inspectorate of Kirov Oblast.

      Most frequently, residents’ inquiries relate to the adjustment and balancing of in‑building heating systems, including in connection with resource-supplying organizations delivering the communal resource to apartment buildings with improper parameters, as well as air entering in‑building heating systems after defects on the centralized heat supply networks have been repaired.

      — Overall, the start of the heating season is proceeding normally; emergency situations that arise in apartment buildings are being resolved promptly, — the State Housing Inspectorate explains.
