      Recently, deputies of the Legislative Assembly of Kirov Oblast adopted a bill under which the composition of the regional parliament will increase from 40 to 45 members — seemingly justified at first glance: 30 deputies elected in single-member constituencies and 15 from party lists. The wording states: "growth in the number of residents and an increase in the number of constituencies."
