Shares of Lukoil and Rosneft fell amid new U.S. sanctions.
The U.S. Treasury said that the sanctions list includes OJSC Rosneft Oil Company, OJSC Lukoil, as well as 28 Rosneft subsidiaries and 6 Lukoil subsidiaries based in Russia. RIA Novosti reports that the new restrictions apply to all entities that are more than 50% controlled by these companies, even if they are not directly listed.
At the same time, transactions with Rosneft and Lukoil are permitted until November 21, 2025, if they are related to winding down activities due to the imposed sanctions.
According to U.S. Treasury officials, the new measures are explained by "Moscow's lack of willingness to engage in a peaceful process regarding Ukraine." The head of the U.S. Treasury, Scott Bessent, called this package of sanctions one of the most sweeping that Washington has ever imposed on Russia.
Against this backdrop, Moscow Exchange data show that shares of Lukoil and Rosneft fell more than 4% on the morning of October 23. By 7:16 MSK, Lukoil's shares had fallen 4.18% (to 5,799 rubles), and Rosneft's 4.03% (to 385.75 rubles). The Moscow Exchange index fell 3.2% to 2,568 points.
