      The Kirov Region prosecutor's office reported that the head of an institution is suspected of violating budget legislation and anti‑corruption laws.

      The inspection found that in 2023–2025 the head of a kindergarten, aware of vacancies for the positions of junior educator and cleaner of service premises, arranged for the preparation of fictitious documents on concurrent employment. Formally these duties were purportedly performed by the institution’s employees, but in fact no one carried out work under the additional posts.

      The difference in payments — 197% of the junior educator’s official salary and one quarter of the cleaner’s post — was diverted by the head to her own benefit. The total damage to the budget exceeded 110,000 rubles.

      Following the inspection, the prosecutor’s office handed the materials to the investigative authorities. A criminal case has been opened under Part 3 of Article 160 of the Criminal Code of the Russian Federation (embezzlement using an official position).

      At the time the criminal case was opened, the head had been dismissed. The progress of the investigation is being monitored by the Kirov Region prosecutor’s office.
