Deputies of the Legislative Assembly Irina Morozova, Sogomon Arakelyan and Albert Bikaluk proposed submitting a federal bill to the State Duma. Today it was considered at a plenary session of the Legislative Assembly.
The bill proposes to prohibit selling non-alcoholic tonic beverages, including energy drinks, to minors in Russia and to involve children and adolescents in their consumption. It also states that the consumption of energy drinks by minors is unacceptable.
In addition, the powers of regions to address this issue are being expanded. They currently have the authority to impose time and place restrictions on the sale of energy drinks. It is proposed that regional laws may establish bans on the consumption of energy drinks in certain places, for example, in the buildings of schools and technical colleges, in polyclinics, cultural centers and sports schools.
The deputies of the Legislative Assembly supported the initiative. If it is adopted at the federal level, the law will come into force on September 1, 2026.
