Russia will introduce electronic utility bills.

      In Russia, a transition to electronic payment documents for housing and utility services is being prepared. A bill on digital receipts was drafted by the Ministry of Construction, Housing and Utilities.

      Payment documents will be issued through the GIS HCS and the Gosuslugi portal. Posting them there will be equated with the delivery of a paper document.

      A pilot project has already been launched in the Moscow Region. The rollout of the new system will proceed in stages, taking into account the level of digitalization in the regions.

      The transition to electronic payment documents is expected to reduce costs, increase the security of payments, and protect citizens from forged receipts. At the same time, paper payment documents will be retained for those who prefer the traditional method of payment, Izvestia reports.
