According to Sergey Kolunov, deputy chairman of the State Duma Committee on Construction and Housing and Utilities, unauthorized unloading or dumping of waste from vehicles is punishable under Article 8.2 of the Code of Administrative Offenses of the Russian Federation: for individuals — from 10,000 to 15,000 rubles, for officials — from 20,000 to 30,000, and for legal entities — from 30,000 to 50,000. For repeat offenses the fines are doubled, and in especially egregious cases vehicle seizure is possible, RBC reports. For trucks the punishment is even harsher — up to 120,000 rubles for a first offense and up to 200,000 for a repeat offense, with the risk of confiscation of the vehicle.
