      The methodology for calculating the utilization fee for passenger cars may be changed to one month later than the planned date, RG reports, citing First Deputy Prime Minister Denis Manturov. As Manturov noted, he instructed Anton Alikhanov and the Ministry of Industry and Trade to consider the possibility of postponing the implementation of the decision to raise the utilization fee by one month.

      Previously, the new methodology for calculating the utilization fee was due to take effect on November 1, 2025. The publication says the adjustment of the timeline is caused by the customs clearance procedure, since some Russians have found themselves in a situation where they had already ordered a car but a delay occurred at one of the delivery stages. And if the utilization fee is raised in November this year, buyers will have to pay the new rates for the cars they have purchased.

      The First Deputy Prime Minister noted that by postponing the introduction of the new utilization fee rules an optimal solution will be found and the population will not encounter difficulties.
