
The government is buying a new representative office and two parking spaces in Moscow.
As the document shows, in 2026 the "total (maximum) amount of budget investments in real estate properties" has been approved "in the amount of 270.0 million rubles."
The list of real estate properties to be acquired into the state ownership of the Kirov region in 2026 includes a non-residential premises located in the city of Moscow. In the column "Purpose of providing budget investments" it is stated that the new representative office is necessary for "the exercise of powers and ensuring the activities of the Kirov Regional State Treasury Institution 'Representative Office of the Kirov Region'."
According to the document, 250 million rubles will be allocated from the regional budget for the purchase of Moscow real estate for a non-residential premises of at least 400 sq. m. The remaining 20 million will be used to purchase two parking spaces with an area of at least 19 sq. m each. They plan to spend 10 million rubles on each.
For reference, the previous representative office of the Kirov region in Moscow was transferred to our region for gratuitous use in 2011. At that time the Moscow authorities entered into an agreement with the Kirov authorities. Later the building was transferred to the balance sheet of "Vyatavtodor", which subsequently sold the Moscow representative office. Then it was seized from the new owner and sold again.
At the beginning of August of this year a court imposed interim measures on the disputed property, prohibiting the Federal Service for State Registration, Cadastre and Cartography (Rosreestr) from registering any transactions with it. The court decision states that it is not subject to appeal.
However, very recently the Kirov authorities reported that, first, the transaction had nevertheless been registered and allegedly this occurred on September 10 (though it is unclear how), and second, the new owner has supposedly already transferred money for the property to the region's budget (after taxes 442.93 million rubles remained), which was officially added to the revenues of the Kirov region at the recent session of the Legislative Assembly.
