After a high-profile collision between a bus and a car in the Orlovsky District, the prosecutor's office found violations by the carrier and the traffic police (GIBDD).

      Recall that a Hyundai Elantra passenger car and a PAZ passenger bus collided, after which the car caught fire. Photographs from the scene of the crash circulated widely in the media and on social networks, causing a major public outcry.

      According to the prosecutor's office, following the investigation the initiation of a criminal case under Article 238 of the Russian Criminal Code (providing services that do not meet safety requirements) was refused — the case materials contained no objective evidence of injuries to citizens.

      However, the prosecutor's inspection revealed a number of serious violations. It was established that the actions of both drivers contradicted the traffic rules, but these facts were not properly recorded in the traffic police's (GIBDD) administrative materials. The issued rulings were declared unlawful.

      In addition, it turned out that at the time of the accident the bus driver did not have a diagnostic card authorizing the vehicle to be put into service. No disciplinary measures were taken against the responsible persons at the motor transport company after the incident.

      The prosecutor's office also found that the municipal authorities failed to organize proper control over the carrier's fulfillment of contractual obligations and did not take measures to recover damages to municipal property.

      In connection with the identified violations, the prosecutor of Orlovsky District filed representations to the head of the OMVD of Russia “Yuryansky” and to the head of the Orlovsky urban settlement.
