Starting in November, the procedure for collecting debts from citizens in Russia will change.
Under the new rules, tax authorities will be able to collect debts for taxes, fees, insurance contributions, penalties and fines without going to court — but only in cases where there is no dispute between the citizen and the agency over the amount owed. This was announced by State Duma deputy Igor Antropenko of the United Russia party, RIA Novosti reports. Antropenko said the law is aimed at simplifying and speeding up tax administration, as well as reducing the burden on the judicial system. At the same time, citizens retain the right to contest the collection if they disagree with the actions of the tax authorities.
