In Kirov, trolleybus route No. 5 will be discontinued and bus route No. 51 will be changed.
From January 1, 2026, trolleybus route No. 5 in Kirov will cease operation. The discontinuation is due to low passenger numbers and duplication with other routes.
In addition, bus route No. 51 will change. Buses will run along Ivana Popova Street on the section from Shchorsa Street to Vorovskogo Street. Two additional buses will be added to the route. In total, 10 vehicles will operate on the line daily. The possibility of deploying large buses on the route is also being considered.
The changes are being made as part of new municipal contracts that will take effect on January 1. As clarified by the administration, one of the tenders has already taken place: as a result, routes No. 1, 3, 5, 21, 23, 39 and 54 will be serviced by JSC "Motor Transport Enterprise." The remaining lots for 15 city routes are now being auctioned.

Sokolov also reported mass complaints about excavations in Kirov on Kazanskaya and Truda. According to him, prolonged works on Lenina Street have caused major traffic jams for two months already. The head of Kirov’s administration, Vyacheslav Simakov, noted that the authorities are fining the contractor, but these fines are very small. He believes responsibility needs to be tightened and stricter deadlines for work established, and he plans to organize this work in the near future.
The governor said that in some localities, as he personally saw, similar works are carried out in just three days. If it can be done there, then it can be done in Kirov. He expressed the view that larger fines should be imposed, “20 million a day,” so that the management of contracting companies would be left without salaries and forced to sell their property if they miss deadlines. “So that sparks fly from their eyes!” the regional head exclaimed.
During Sokolov’s conversation with the head of the Kirov branch of T Plus, Sergey Beresnev, it emerged that one contractor is working on Kazanskaya; he took four of T Plus’s 27 sites. The governor was outraged that the contractor had taken on so many sites despite not being able to complete them all due to a shortage of workers and equipment. He suggested that Beresnev ensure T Plus contractors cannot take on too many sites. He also sharply rebuked him, threatening that next year the timeframes for work could be reduced to a week and that fines could increase many times over. He also asked when the section on Kazanskaya and Truda would finally be completed. Beresnev replied that it would be this Saturday evening.
