
The role of the parliament in Kirov Oblast is growing.
At a plenary session the Legislative Assembly of the Kirov Region adopted in two readings a bill on amendments to the region’s Charter. The initiative received the governor’s support.
The key changes concern the fundamentals of how the legislative branch operates. Now the Legislative Assembly will be able to exercise its powers if at least two-thirds of the prescribed number of deputies have been elected to it.
The parliament’s powers are being significantly expanded. An important innovation is the right to approve appointments to the positions of first deputy and deputy chairman of the regional government.
In addition, the new procedure establishes that amendments to the Charter can be proposed at the initiative of the governor or at the proposal of no fewer than one-third of the elected deputies, reports volga.news.
From a formal point of view, the amendments are aimed at strengthening stability and enhancing the role of the parliament. At the same time, experts note that such changes may have a downside: the high threshold for a quorum and for introducing amendments minimizes risks for the ruling party, and the right to approve vice-governors may in practice become a merely formal procedure.
Thus, a reform intended to strengthen the parliament may in fact lead to its further formalization and to the strengthening of the executive branch’s monopoly.
