
The Bank of Russia extended restrictions on transfers abroad until March 2026.
The Bank of Russia announced the extension of the existing restrictions on transfers of funds abroad. The new rules will be in effect from October 1, 2025, through March 31, 2026.
Russian citizens and non-resident individuals from friendly countries will be able to transfer to foreign accounts no more than USD 1 million, or the equivalent in another foreign currency, per month. At the same time, the limit on transfers via money transfer systems remains at USD 10,000 per month. Amounts are converted at the official exchange rate on the date the bank receives the instruction.
Non-resident individuals working in Russia have the right to remit wages abroad. The ban on transfers abroad remains in force for non-resident individuals not working in Russia from unfriendly countries and for legal entities from those countries. An exception is made for foreign companies controlled by Russian persons.
Banks from unfriendly countries may carry out transfers in rubles through correspondent accounts of Russian credit institutions if the payer’s and recipient’s accounts are opened abroad.
The restrictions do not apply to foreign investors who invest in the Russian financial market: their transfers abroad from "In"-type accounts are permitted.
