The regional government explained where it will get the money to cover the budget deficit.

      Recall that at the next session of the regional Legislative Assembly deputies will consider amendments to the region’s draft budget. It should be noted that in 2025 the regional budget’s revenues will amount to 105.8 billion rubles, expenditures to 116 billion rubles. The regional budget deficit will be 10.2 billion rubles. As noted by the regional Ministry of Finance, this deficit is “fully funded.”

      “To cover budgetary expenditures the balance of own funds that had accumulated in the regional budget account as of January 1, 2025 — over 4 billion rubles — is being used,” the ministry said.

      According to the regional government, the budget includes more than 3 billion rubles in the form of treasury infrastructure loans provided to Kirov Region by the federal government. These funds will be directed to addressing pressing social tasks, in particular:

      - converting 12 boiler houses in Slobodskoy to gas

      - renewing public transport

      - completing construction of a municipal solid-waste handling facility (KPO “Central”).

      “Under budget rules these appropriations are recorded on the expenditure side but not on the revenue side. However, in fact the funds to address the specified tasks do exist. They were provided by the federal budget,” the regional government said.

      Another 4.5 billion rubles reflected in the budget’s expenditures are borrowed credit resources attracted for the development of the region’s social sphere. These funds are being used to construct social infrastructure facilities. “In the course of budget execution such expenditures are usually covered by growth in own revenues. And the task of the government of Kirov Region is to maximize own revenues in order to minimize the attraction of borrowed funds. According to the regional Ministry of Finance, Kirov Region continues to show a trend of growth in the budget’s own revenues,” the regional government noted.
