
Staff shortages and an aging workforce: deputies discussed the problems of Kirov's schools.
At a meeting of the Duma commission it was reported that 2,822 educators currently work in Kirov’s 60 schools, including 2,794 teachers. The average workload is 30 hours per week with the norm being 18 hours. Thirty-nine teachers have workloads of 55 hours per week or more.
There are 35 vacancies for primary-class teachers and subject teachers in the city’s schools. The greatest shortages are in teachers of mathematics, computer science, physics, English, geography, history and manual training (shop) for boys. Their hours have been redistributed among existing teachers.
As for young staff, only 146 teachers came to schools this school year. Another 38 took jobs in kindergartens. Thirteen joined institutions of supplementary education.
The total number of students is 67,818. 6,501 are first-graders. Their number has been declining for the second year in a row: last year it dropped by about 900, this year by 390. However, overall enrollment is increasing, mainly due to migration.
The largest number of children study at School No. 25 — 2,534 students. It also has the most first-grade classes (14, with 405 students). The fewest children are at the school in the village of Russkoye (163); there is only one first-grade class there with seven pupils.
It was also stated that 1,039 primary classes are served by 838 teachers. 201 teachers teach lessons in two primary classes. Only seven Kirov schools are fully staffed with primary school teachers (Nos. 23, 24, 28, 46, 68, 69 and the Vyatskaya Orthodox Gymnasium).
As for the tenth grades, staffing is not yet complete. There are currently 2,330 students in them, which is 132 more than last year.
After hearing the report, deputies and administration officials discussed measures to support teachers. However, they cannot yet take any serious measures (for example, purchasing or constructing housing for teachers) — according to administration head Vyacheslav Simakov, this year they have to spend a lot of money on enforcing court decisions and orders, so it is very difficult to allocate large sums. The deputies advised officials to continue developing support measures.
