A conscription year instead of conscription seasons: how the path into the army will change

      As reported by committee chairman Andrey Kartapolov, the bill, developed jointly with his first deputy Andrey Krasov, may be considered by parliament in the near future. The document, submitted in July, envisages extending the timeframe of conscription activities to cover the entire calendar year.

      Main provisions of the initiative

      According to the text of the draft, the key change will be holding medical examinations, psychological screening and meetings of draft boards throughout all twelve months. This, in the authors' view, will allow for an even distribution of the workload on military enlistment offices and increase the overall efficiency of the process.

      At the same time, the traditional timing for sending draftees to the troops will remain unchanged — April–July and October–December. Special conscription conditions for certain categories of citizens will also remain in force.

      Objectives of the change

      As the bill's authors explained, the primary goal is to optimize the work of the military commissariats. Andrey Kartapolov stressed that this is not about expanding the scale of conscription or increasing the number of conscripts.

      Deputy committee chairman Aleksey Zhuravlev, in turn, noted that the continuity of the conscription process will make it harder to evade service. "In summer and winter potential draft dodgers traditionally lower their guard. Year-round operation of the commissions will deprive them of that opportunity," he explained.

      Context of the recent changes

      Recall that at the end of August the Russian government already adjusted the conscription regulations. Now military enlistment offices can call up citizens who were not sent to the troops in the current campaign during the next conscription period. The right to issue summonses to verify draftee data was also expanded.

      Legislators are confident that the proposed changes will reduce bureaucratic burden and help avoid duplication of functions, which will ultimately improve the efficiency of the entire conscription system, writes Kurs Dela.
