It has become known that the Duma committee on construction, urban improvement and the development of engineering infrastructure of the Kirov City Duma is now without a chair. Andrey Berezin, who previously headed the committee, stepped down from the position due to a possible conflict of interest: in June he became a co-owner of a construction company.
The duties of the committee chair are currently being performed by deputy Yuri Shlemenzon. In an interview with Newsler.ru he explained that the situation is directly related to Berezin’s decision. Shlemenzon has been on this committee for many years and knows all the issues and solutions. In addition, he works on the city’s groups for the master plan, comprehensive territory development (KRT) and land-use and development rules (PZZ), which is directly related to the Duma committee’s activities, the deputy noted.
He stressed that he sees his task as defending the interests of city residents. At the same time, the deputy did not rule out that his work as chair might be temporary. According to him, there could be an “upgrade” among the Berezins — Yuri Lvovich cannot head two committees at once, and Andrey Berezin could take his place as head of the standing committee on local self-government, regulations and deputy ethics.
Separately, Shlemenzon commented on Berezin’s own action. “Just a decent guy,” he characterized Andrey Berezin, who decided to relinquish his powers. For comparison: in the previous convocation, deputy Sergey Kopytin’s affiliation with the developer “Zhelezno” did not prevent him from heading one of the key committees. And, apparently, unlike Berezin, the elected representative did not see a conflict of interest in that and continued to combine his business with his role as head of a standing committee.
