      As Kommersant writes, the agency proposes to turn ARSHIN into a separate state information system and make its operation partially self-financing.

      According to the bill published for public discussion, companies and individual entrepreneurs using measuring equipment will pay for confirmation of its accuracy. The operator of the updated state information system is proposed to be a scientific metrology institute subordinate to Rosstandart.

      The amendments to the law "On Ensuring the Uniformity of Measurements" are planned to take effect on March 1, 2027. According to the publication, the ministry considers updating the system necessary in light of problems with standardization in a number of industries and a rise in complaints about the quality of Russian products after the departure of foreign suppliers.

      Experts note that the existing system is outdated and needs modernization. The draft also provides for the introduction of AI technologies, automation of control over market participants, and the possibility of offering discounts for entering data on the verification of domestic instruments.
