
In Kirov Oblast, they discussed the protection of entrepreneurs' rights: debts of medical institutions and problems connecting to networks.
Representatives of leading business associations, regional ministries and supervisory bodies took part in the council’s work, including Opora Russia’s executive director Irina Zanchurina, Business Russia co-chair Yuri Tyrikin, Vyatka Chamber of Commerce and Industry vice-president Yuri Isupov, as well as the ministers of internal policy, industry, energy and health, heads of regional services and representatives of the prosecutor’s office.
The main topics of discussion were the protection of entrepreneurs’ rights in the course of economic activity, the provision of state and municipal services, settlements for completed contracts and the technological connection of facilities to utility networks. Emphasis was placed on the problems entrepreneurs face when dealing with government bodies and resource-supplying companies.
Acting prosecutor Dmitry Sherstnev drew attention to the indebtedness of public-sector customers to entrepreneurs, especially in the field of medical services. According to him, the debts have arisen primarily due to underfunding of medical organizations by the regional budget, rising costs of vehicle maintenance and operation, and shortcomings in settlements with the territorial branch of the Federal Mandatory Medical Insurance Fund. In addition to medical institutions, other bodies within the budgetary system also have debts, including to companies providing utility services.
The prosecutor’s office emphasized that in 2024–2025 prosecutorial response measures made it possible to settle more than 60 million rubles of debt owed to businesses. Oversight of the payment of current debts continues.
Separate attention was paid to problems of prolonged technological connection of facilities to utility networks — electricity supply, water supply, heat supply and sewerage. Violations of the law were recorded both by resource-supplying organizations and in the calculation of connection costs. The prosecutor’s office named protracted financial disputes between several systemically important enterprises in the region as the main cause of the situation. Supervisory measures continue.
According to the prosecutor’s office, 23.6 thousand legal entities and 32.4 thousand individual entrepreneurs are registered and operate in Kirov Region. Protecting their rights remains a priority for the agency. To this end, the prosecutor’s office actively cooperates with government bodies, municipalities, supervisory authorities and the public, holds in-person receptions for entrepreneurs, including off-site meetings, and resolves problem issues promptly.
The results of the council’s work will be used for the prosecutor’s further supervisory and rights-protection activities, as well as in interaction with government bodies, the expert community and business associations.
