Job-seeking programmers fall short of employers' requirements.

      From January to August 2025, more than 88 thousand vacancies for programmers and developers were posted on hh.ru. Almost half of them (47%) were in Moscow, 13% in Saint Petersburg. The top ten regions with high demand also included Sverdlovsk Oblast, Tatarstan, Novosibirsk Oblast, Krasnodar Krai, Nizhny Novgorod, Rostov, Moscow and Samara oblasts.

      However, competition for jobs remains high: on average there are 14 resumes per vacancy, which is almost twice the comfortable level. There is a particularly large "jam" of juniors — among entry-level specialists competition reaches 18.6 resumes per vacancy. For mid-level candidates the figure is 14.7, while senior developers are in short supply: there are only three resumes per vacancy.

      Regional differences are also noticeable. In the Khanty-Mansi Autonomous Okrug — Yugra there are 40 resumes per vacancy, in Stavropol Krai — 38.1, in Orenburg Oblast — 28.9, in Ulyanovsk — 28.1. In Moscow and Saint Petersburg the situation is milder: 10.3 and 13.3 resumes per vacancy, respectively.

      The main problem, experts note, is a mismatch of skills. At the top of employers' requirements were 1C programming, PHP, TypeScript, React, yet these competencies are rarely found in resumes. "The labor market is one of the most inefficient, in part because of opaque information and stereotypes. In IT this inefficiency is exacerbated by a huge number of people whose skills do not match employers' expectations," explained hh.ru CEO Dmitry Sergienkov.

      To narrow the gap between companies' expectations and the supply from specialists, the National system for verifying IT competencies was launched in 2025. Anyone can take the free test: successful candidates receive a badge on their resume on hh.ru and a certificate from the Ministry of Digital Development on the Gosuslugi portal.

      In the oil and gas industry demand for personnel and salaries has increased, but the gender gap persists.
