Experts: there is a severe shortage of doctors in Kirov Oblast.
This was reported by the hh.ru service. According to experts, in Kirov Oblast there are only 0.6 resumes per doctor vacancy (where normal values for the market start at 4.0). Only Perm Krai is worse, with 0.5 resumes per vacancy. The exception among all regions of the Volga Federal District is the Republic of Mordovia — here the index is 4.6 resumes per doctor vacancy, which corresponds to normal values for the labor market; in all other regions there is a severe shortage of doctors, experts from the service conclude.
According to the study’s findings, the highest demand for doctors in the Volga Federal District in 2025 is observed in the Republic of Tatarstan — 3.4 thousand vacancies (16% of all such in the VFD).
Next are Samara Oblast — 3.2 thousand (15%), Nizhny Novgorod Oblast — 2.9 thousand doctor vacancies since the beginning of the year (14% of the total in the VFD), the Republic of Bashkortostan — 2.8 thousand (13%), Perm Krai — 1.8 thousand (8%), Saratov Oblast — 1.3 thousand (6%), the Udmurt Republic — 1.3 thousand (6%), Kirov Oblast — 1.1 thousand new jobs for doctors (5%), Orenburg Oblast — 979 vacancies (5%), the Chuvash Republic — 610 (3%), Ulyanovsk Oblast — 670 (3%), Penza Oblast — 411 (2%), the Republic of Mari El — 265 (1%), and the Republic of Mordovia — 232 (1%).
This year the most competitive salaries for doctors in the VFD are offered in Kirov Oblast (median — 100,000 rubles), Perm Krai (99,800 rubles) and the Udmurt Republic (99,200 rubles).
Slightly lower medians are in the Republic of Mordovia (95,700 rubles), Orenburg Oblast (93,400 rubles) and the Republic of Tatarstan (93,300 rubles). These are followed by the Republic of Mari El (90,000 rubles) and Nizhny Novgorod Oblast (87,600 rubles). In Ulyanovsk Oblast the median is 86,900 rubles, in Penza Oblast — 83,900 rubles, in the Chuvash Republic — 80,300 rubles, and in Bashkortostan and Saratov Oblast — 80,000 rubles each.
The lowest figure is in Samara Oblast — 77,400 rubles.
At the same time, in a number of VFD regions employer offers fall short of doctors’ salary expectations. The largest gap is recorded in the Republic of Bashkortostan — here average offers amount to 80,000 rubles, which is 10,800 less than expected.
In the Republic of Mari El doctors expect 100,000 rubles, which is 10,000 higher than actual offers; in the Republic of Mordovia — 100,000 rubles (4,300 higher); in Samara Oblast — 80,000 rubles (2,600 higher); in Penza Oblast — 85,600 rubles (1,700 higher); in Nizhny Novgorod Oblast — 88,700 rubles (1,100 higher); and in the Udmurt Republic — 100,000 rubles (800 higher).
Meanwhile, in some regions employers are willing to pay more than candidates expect. Kirov Oblast stands out in this respect — according to experts, offers exceed expectations by 20,000 rubles.
Close behind on this indicator is Perm Krai — here offers exceed expectations by 19,900 rubles, and in Orenburg Oblast by 13,400. In Ulyanovsk Oblast — by 11,900, in Tatarstan — by 5,900 rubles, and in the Chuvash Republic — by 4,500. Interestingly, a balance between offers and expectations is observed only in Saratov Oblast.
According to hh.ru, 80 percent of employers reported difficulties in recruiting doctors, junior medical staff and other specialists needed to work in the healthcare sector (hh.ru survey data, 2025).
Two-thirds of employers in the sector noted that, compared with 2024, it has become much more difficult to recruit staff. According to the majority of respondents, medical staff turnover is most often associated with three reasons: dissatisfaction with working conditions (salary, benefits package, rest schedule, etc.), a shortage of qualified candidates in the market, and rapid staff burnout.
