State-funded places in medical universities may become targeted.
The Government Commission on Legislative Activity approved the Health Ministry's initiative that all state-funded places in the higher medical education system will become targeted, the newspaper Kommersant reports.
According to the document, first-year students will be required to sign a contract with regional health ministries or medical organizations, under which they must work for a specified period in state institutions. In the event of a breach of the contract, the graduate will have to repay the state three times the cost of their education.
Rectors of leading medical universities, such as the Russian University of Medicine and Saratov State Medical University, supported the initiative. They note that the new arrangement will help solve the problem of staff shortages at the primary level of healthcare and adjust the structure of specialist training.
At the same time, prospective and practicing doctors are skeptical. Experts say the bill could give rise to corruption schemes, and young medical professionals risk becoming "silent" employees within their teams. In addition, many point to the lack of sufficient financial support and a transparent pay system for medical staff.
If the bill is adopted, the new rules will take effect for students enrolled after March 1, 2026.
