Almost 300,000 residents of Kirov received social support to pay for housing and utilities.

      According to Kirovstat, 2,084 million rubles were allocated from budgets of all levels for social support for housing and utility payments. Recipients of social support received payments mainly from the regional and federal budgets: 163,000 people and 131,000 people, respectively. The average monthly amount of social support per user in Kirov Oblast in the first half of the year was 1,180 rubles (in the first half of 2024 — 1,132 rubles). By this measure Kirov Oblast ranks first among the regions of the Volga Federal District. The highest average monthly amount of social support was recorded in Pizhansky Municipal District (1,928 rubles), the lowest in Urzhumsky District (739 rubles). In the city of Kirov the average compensation in the first half of the current year amounted to 1,084 rubles. The right to receive a subsidy for housing and utility payments was exercised by 17,600 families in Kirov Oblast in the first half of 2025: 3.2% of all families living in the region. The average monthly subsidy per family amounted to 2,012 rubles (for the same period in 2024 — 1,824 rubles). By this indicator Kirov Oblast ranked fourth among the regions of the Volga Federal District. Among municipalities, the largest subsidy amount was recorded in Belokholunitsky District — 2,999 rubles. The smallest — in Kilmezsky District — 839 rubles. In the city of Kirov the payment per family amounted to 1,950 rubles.
