
In Kirov, two teenagers tried to sell drugs.
In October last year two teenagers — one of whom was 17 at the time and the other had not yet reached the age of criminal liability — were preparing to distribute drugs in Kirov Oblast. Thus, via the Internet they received from unidentified persons information about the location of a “wholesale” consignment of narcotics, and then in the town of Sovetsk they prepared stash caches containing prohibited substances in quantities classified as significant and large, but the teenagers’ illegal activity was foiled by police officers who seized the narcotic substances. The evidence collected by the Sovetsk interdistrict investigative department of the Investigative Directorate of the Investigative Committee of Russia for the Kirov Region proved sufficient to find the 18‑year‑old Kirov resident guilty of attempted illegal distribution of narcotic drugs in a significant amount (Part 3 of Art. 30, sub‑paragraphs “a, b”, Part 3 of Art. 228.1 of the Criminal Code of the Russian Federation) and in a large amount (Part 3 of Art. 30, sub‑paragraph “g”, Part 4 of Art. 228.1 of the Criminal Code of the Russian Federation) by a group of persons by prior agreement. The criminal case was referred to court for trial. By the court’s sentence the young man was sentenced to three years and six months’ imprisonment to be served in a general‑regime correctional colony. At the initiative of the investigation, the teenager who had not reached the age of criminal liability was placed on preventive record with the juvenile affairs division (PDN).
