
Air passengers will be required to pay for the reconstruction of aerodromes.
The Ministry of Transport has proposed charging air passengers 150 rubles each for aerodrome reconstruction. The new fee, which will be indexed annually to inflation, is planned to be introduced on March 1, 2026, and applied through 2032. This was reported by the newspaper Kommersant.
Airlines will pay the fee, although it will effectively be included in ticket prices. The funds will be directed through the federal state unitary enterprise "Administration of Civil Airports (Aerodromes)" to compensate concessionaires' expenses.
The amount may be adjusted by a government decision — depending on passenger traffic, changes in budget financing, or the key rate.
The Ministry of Transport clarified that 150 rubles is a "fraction of a percent" of most ticket prices. However, carriers note that on short subsidized routes the additional fee may be significant. For example, for a Vladivostok–Komsomolsk-on-Amur flight with a ticket price of 3,700 rubles the fee would be about 4%, and if indexed up to 600–700 rubles it could reach 20%.
