Such a measure, according to Sergey Gavrilov, chairman of the State Duma committee on property, land and property relations, will help narrow the gap between payments to working and non-working pensioners.
From January 1, 2025, insurance pensions for working pensioners will be indexed under a new scheme: the increase is calculated from the full amount they would receive as non-working pensioners, including all past indexations, Komsomolskaya Pravda wrote. However, even then pensions of working pensioners remain lower — upon dismissal an additional recalculation is made of all missed increases since 2016, which can result in an increase of 7,000 to 14,000 rubles or more.
In 2025 the August adjustment for working pensioners also remains, capped at a maximum of 437 rubles per year. According to Gavrilov, such an amount is unable to affect overall income levels.
As a solution, the deputy proposed a phased top-up at retirement tied to the number of years worked without recalculation, as well as the development of online services that allow people to calculate in advance the size of their future pension under different employment scenarios.
