
Members of the armed forces will be able to obtain Russian citizenship through a simplified procedure.
On July 31, 2025 the President of the Russian Federation signed amendments to Decree No. 10 expanding the list of persons entitled to simplified acquisition of Russian citizenship. Now stateless persons who have signed a contract to serve in the Armed Forces or in military formations, as well as their family members, may apply for citizenship without obtaining a temporary residence permit and a permanent residence permit.
This right has also been granted to family members of servicemen killed, including while participating in the special military operation (SMO).
The decree also regulates the procedure for granting citizenship to spouses, children (including adopted children) and parents of Russian citizens participating in or who have participated in the SMO, including those killed, except for those discharged from service on certain grounds provided for in Article 51 of the law "On Military Duty and Military Service."
Authorities say they will provide maximum assistance to SMO participants and their relatives in processing documents. In the Kirov Region, questions about obtaining citizenship can be addressed to the Citizenship Department of the Migration Directorate of the Ministry of Internal Affairs of Russia for the region (tel.: 8 (8332) 48-72-36, 48-72-78).
