The roller in Raduzhny has tripled in price.
Almost two years ago, in August 2023, an open tender determined the contractor for the turnkey construction of the "Multifunctional Sports Complex (indoor ice rink with artificial ice) (branch)." The main building of the sports complex will be located on Pavla Korchagina Street in the Ozerny microdistrict, while the branch will be on the "Rossiya" stadium in Novovyatsk.
There were few applicants interested in the 146 million rubles budget, of which 99% is federal funding and 1% regional. Two companies participated in the tender: Kirov's LLC "Alpha-Stroy" and Moscow's JSC "Hatman Group." Despite the Moscow company's offer being nearly 1.5 million rubles cheaper, LLC "Alpha-Stroy" was declared the winner, fully matching the initial price.
A government contract with the winner, which included an advance payment of 72.9 million rubles (49.94% of the total), was signed at the end of August 2023. However, it turned out that the contractor only arrived at the site in August 2024, leaving no doubt that "Alpha-Stroy" would not meet the deadline.
Apparently, the deadlines have been postponed at least twice since then. In November 2024, First Deputy Dmitry Kurdюmov announced that the rink in Raduzhny would be completed "in spring 2025." However, according to amendments made to the government contract on March 27, 2025, its completion date was moved to September 12 of the current year.
On June 26, the State Expertise of Kirov Region issued a positive conclusion after reviewing the design documentation for the construction of the indoor ice rink. A month later, on July 31, the contract execution terms were again amended: Prime Minister Mikhail Sandalov signed an order authorizing changes to the document from May 30, 2023 (No. 167). These changes allow modifications to key conditions of government construction contracts (such as deadlines, prices, work volumes), concluded before January 1, 2024.
According to the order, the government contract price was increased from 146 million rubles to 462.9 million rubles (an increase of 316.9 million rubles). Accordingly, the advance payment was raised from 79.2 million rubles to nearly 232 million rubles.
Newsler.ru decided to verify the progress of the construction site. Currently, only the framework of the future ice rink is being installed. On Tuesday, August 5, we observed two workers there. It appears that safety violations are taking place: workers are working without harnesses (forbidden), shirtless (forbidden), in shorts (forbidden), without helmets (forbidden), and in flip-flops (forbidden).
It is worth noting that, according to the EIS website, on November 3, 2023, "Alpha-Stroy" was included in the register of unscrupulous suppliers, with a planned exclusion date in 2025. Moreover, only at the end of January did the Kirov arbitration court complete its bankruptcy review — the bankruptcy of the construction company was sought by LLC "Spetsstroy" from Moscow, but the court refused to initiate bankruptcy proceedings.
Interestingly, these risky factors remain unnoticed by the non-profit partnership "Kirov Region Builders Association": "Alpha-Stroy," which has a third-level responsibility (allowing contracts up to 3 billion rubles using competitive procedures), holds no insurance whatsoever. According to the regional SRO member registry, the company has only civil liability insurance, which expired in summer 2017.
It is worth noting that "Alpha-Stroy" has been operating in the regional construction market for over 20 years. During the time when Vladimir Bykov was leading the city—now serving time in prison for bribery—the construction company relied heavily on budget funds — building kindergartens, resettlement houses, etc. It is speculated that the company's beneficiary might be Sergey Perminov (JSC "Vyatskaya Project-Construction Company," now liquidated), who is also associated with Bykov.
