As noted by the Central Bank of the Russian Federation, compared to the same period last year, the number of detected financial pyramids and other illegal schemes increased by 20%. Of the identified financial pyramids and illegal brokers, over 88% offered people investments in pseudo-investment schemes. In total, during the specified period, the Central Bank registered 2,300 pyramid internet projects.
According to the regulator's website, the number of pyramids increased by 1.4 times compared to the first half of 2024. However, the lifespan of such "projects" has shortened: the Central Bank has become able to identify pyramids significantly faster.
The number of illegal lenders has more than halved: over 460 such companies were registered in the first half of 2025. Additionally, the regulator identified approximately 1,400 pseudo-brokers. "Often, scammers create several interconnected projects under different brands to bypass website blocking. From January to June, at the initiative of the Bank of Russia, 11,000 internet resources owned by illegal operators were blocked. The structure of half of these sites was based on templates," reported the Central Bank of Russia.
Regarding organizers of illegal projects, in the first half of 2025, more than 200 administrative cases were initiated for illegal professional activities related to consumer loans, and more than 300 other enforcement measures were taken.
