
Residents of two houses in Kirov have been living without hot water for a month and a half due to an unowned pipe.
Problems with hot water in the houses on Lepse Street, 32 and 34, started on June 19 during hydraulic tests. At that time, boiling water burst under house No. 32, and thick steam appeared in the entrances. According to residents, the cause was a defect in an unowned pipe that supplies hot water to several apartment buildings simultaneously. Since then, there has been no hot water in the apartments. Residents have to heat it manually. Valentina Sitnikova, a third-degree disabled person, says she carries pots of boiling water into the bathroom every day to wash. She fears falling and getting burns. The situation is further complicated by her damaged hand — after a fracture, nine metal bolts were installed in it. Residents contacted the resource supply company and the city administration, but no solution was found: the pipeline remains unowned, and no organization has taken on repairs. People turned to the regional branch of the All-Russian People's Front for help. As OGP expert Dmitry Sergeev reported, the situation with unowned networks in Kirov remains unresolved. "No one is conducting a systematic effort to identify such sections. If these pipes were put on the balance sheet, similar cases could be avoided. A year ago, similar problems arose on Vorovskogo and Chapaeva streets, as well as in Novovyatsk," he noted. According to him, under legislation, the city administration is obliged to take the unowned section onto its balance sheet and designate responsible parties for maintenance. Currently, the OGP has sent a request to the prosecutor's office.
