
Duma supported the introduction of restrictions for electric scooter owners.
Today, the Kirov City Duma discussed amendments to the Rules of External Improvement in Kirov. It was reported that the changes involve introducing the concept of "personal mobility devices" (primarily electric scooters) and establishing a list of designated parking and non-parking areas for them. Additionally, the procedure for identifying SMDs, relocating them to temporary storage, returning them to owners, and charging owners for violations was approved.
According to officials, the process will work as follows: the city conducts a competition, signs a contract with a contractor, city departments identify parking violations of SMDs, and transmit information to the contractor, who then transports the SMDs to their temporary storage. Initially, the contractor receives funds for their work from the budget, which will be reimbursed by the SMD owners when they come to retrieve their devices. Owners-violators will be required to cover the full costs of transportation.
Overall, the deputies supported the initiative — 24 voted in favor, three against, and five abstained. However, many criticisms were voiced.
Firstly, some deputies did not understand the need to complicate matters and questioned why not simply impose a complete parking ban for SMDs, as done in other cities. Kirov Mayor Elena Kovaleva noted that if the new rules do not work, the city might not provide any parking spaces for SMDs at all.
Another concern among some deputies was that the budget would have to pay the contractor certain fees — which may not be reimbursed, or if reimbursed, it is uncertain when. Kovaleva agreed and proposed refining the payment procedures for these services.
Some elected officials doubted whether the Technical Department (TD) could handle tasks like tracking violators. Vyacheslav Simakov, head of the administration, responded that the TD is already engaged in this — finding abandoned electric scooters and contacting owners, who then remove them. The only difference is that owners currently face no penalties.
Finally, deputies expressed doubts about whether the new rules would be effective at all. They suggested reconsidering the action plan for restoring order with SMDs in the city.
