Vacant kiosks in Kirov Park will wait for winter.
Residents of Kirov are concerned about the fate of the kiosks: social media have posted photos of 26 small buildings, only one of which is in operation. Citizens criticize both the initiative itself and potential expenses related to manufacturing and transporting the pavilions:
"A clear example of how to waste money. The kiosks purchased for the city's anniversary are now unneeded, and the authorities don't know what to do with them. In April, they were moved from Spasskaya Street to the park, as jokingly noted by followers, for 'temporary storage.' There are no tenants, and the costs of producing and relocating the pavilions have hardly been recouped," write in one of the city’s community groups on VKontakte.
Whose expense is this banquet?
This spring, Aleksei Cheptsov, director of the Tourism Development Center and head of the Directorate, reported that the kiosks were planned to be used at summer fairs. However, in reality, citizens see the small buildings standing idle.
It is worth noting that the pavilions have been standing at the Diorama for about four months — since their installation in April. This raises doubts about the attractiveness of the kiosks for entrepreneurs: even with free rental, tenants apparently show no interest in the site. Nevertheless, the Directorate assures that demand for the pavilions is high for the winter season, and the number of interested parties is so large that a competition among potential renters is planned.
In response to our inquiry, the Directorate explained:
"These pavilions are intended for winter use. However, in cooperation with the city administration, a decision was made not to send them for storage but to install some of them in Kirov Park and give entrepreneurs the opportunity to test the new site for free. During the winter season, the pavilions will be placed elsewhere, according to the plan for New Year events in 2025/2026."
According to Cheptsov, the kiosks were purchased at the organization's own expense. Funding for the Directorate is provided through donations from commercial entities and participation in regional and federal competitions. As he emphasized, there has been no direct budget funding and there is none now.
