
Russians will not be shown "non-valuable" films.
According to the State Duma's website, the adopted law will expand the list of grounds for refusing to issue a distribution certificate for a film. The basis for refusal will be the presence in the film of materials discrediting traditional Russian spiritual and moral values or promoting their denial. The Ministry of Culture of the Russian Federation will be able to make changes to previously issued distribution certificates in order to update information regarding the prohibition of the film's dissemination among children. Owners of cinemas and social media platforms, upon request from Roskomnadzor, will be required to cease distributing the film or series within 24 hours if the distribution certificate has been revoked or if an opinion has been issued indicating the presence of materials discrediting traditional Russian spiritual and moral values. Additionally, social media owners will need to monitor content to identify prohibited material. The law will enter into force on March 1, 2026.
