
The State Duma introduced fines for searching extremist materials and advertising VPNs.
On July 22, the State Duma approved in the third reading Law No. 755710-8, which introduces a new article to the Code of Administrative Offenses (CAO) and tightens regulations on access to internet resources banned in Russia, Interfax reports.
Now, citizens face a fine of 3,000 to 5,000 rubles for deliberate searches for extremist materials online that are included in the Ministry of Justice's list. Responsibility also applies when using VPNs to access such materials. However, deputies emphasize that merely using a VPN is not considered an offense.
Furthermore, the law stipulates administrative fines for advertising VPN services:
- for citizens — from 50,000 to 80,000 rubles;
- for officials — from 80,000 to 150,000 rubles;
- for legal entities — from 200,000 to 500,000 rubles.
Similar amounts are provided for owners of VPN services who refuse to cooperate with Roskomnadzor or refuse to restrict access to banned resources. In case of repeated violations, fines increase: up to 200,000 rubles for individuals and up to 1 million rubles for organizations.
The law also introduces fines for illegal transfer of SIM cards, transfer of registration data for accessing internet resources, and the use of equipment to bypass blocks.
Additionally, the document tightens penalties for failing to give priority to vehicles with special signals — the fine is increased to 10,000 rubles, with the possibility of license suspension for up to a year.

The State Duma of Russia has enacted a law imposing fines for the deliberate search for extremist materials on the internet, as well as for advertising and non-compliance with VPN service requirements.
