      Today, the regional Ministry of Education, discovering that the capital repairs of the educational building at Vologodskaya, 8 are effectively in a "delayed completion" state, is sounding the alarm in order to somehow accelerate the work so that by the end of the year they can report the building's readiness for operation.

      These deadlines are stipulated in the terms of the "rich 102-million contract": to hand over the object as a completed construction in December 2025. But after "half a year's construction effort"—at the beginning of this July—the work is only 4 percent complete. And the Ministry of Education easily calculated that the contractor will not be able to complete the remaining 96 percent by the deadline specified in the contract. Moreover, instead of two or three, preferably five dozen workers speeding up the schedule, it’s unlikely to find even five repairmen at Vologodskaya, 8.

      Is one hand washing the other?

      However, the new head of the "SEZ," Sergey Shubnikov, whose construction "achievements" are marked only by the bankruptcy of his own sole proprietorship, asserts that the contractor LLC "Construction Company" cannot master the 102 million rubles within the period specified in the contract. Not through the contractor's fault, as the contract states "everything needs to be changed." Or by declaring "new tenders" due to "re-emerging circumstances."

      At the same time, Sergey Nikolaevich does not attempt to explain why the contractor, represented by "Construction Company" (a firm, according to judicial websites, with a rather tarnished reputation), or rather its director Sergey Perminov, signed such an outrageously unsuccessful contract with "SEZ," where, to note, the cost estimate for works and materials matches last year's prices.

      In fact, any construction specialist would suspect "Construction Company" of participating in a "contract game," since the subcontract was awarded without a tender—by direct agreement. Although, undoubtedly, there were other interested parties willing to conclude a contract with the former "UKS" through official bidding. This was confirmed by SK "Partner," whose interests were likely represented by Dmitry Rusikh and Sergey Doronin.

      Trying to find an answer to why "political mid-tier firms" were displaced by a little-known LLC, Newsler.ru discovered that Sergey Shubnikov had "built his construction career" as the chief engineer of LLC "Construction Company." So, he is far from a stranger to its leadership, since it was precisely in the tandem Perminov-Shubnikov that "Construction Company" received a subcontract from "Monolit," constructing a school in the Dolgushino microdistrict. Not much experience.

      Recall that on April 13, 2023, the roof of part of the building (FOK) of the unfinished school on 8 March Street, in Komintern, collapsed. According to available documents, the subcontractor committed such serious violations that it could not help but lead to the building's collapse. And to this day, "Monolit" "remembers God" when thinking that the roof could have fallen on children’s heads.

      "At that time, under the supervision of Chief Engineer Shubnikov, the installation of load-bearing columns was carried out. To explain simply, the lower part of the frame has several protruding rebars that should fit into holes in the top part of the column—that’s like plugging into an outlet. But when, after several fits, the pins failed to enter the corresponding slots, they were simply cut off. And the resulting structure was no more durable than children's stacking blocks, on which a quite "working roof" was placed. If back then—in April—this "deadly construction" hadn't collapsed, which was really held together by tape, "Construction Company" could have caused a human tragedy. And Alexander Churin, who was attributed to be affiliated with "Monolit," would be condemned on every corner," shared a Monolit employee.

      The interlocutor explained that the subcontractor agreement with "Construction Company" was then terminated, and that firm "went underground" until it reappeared as a contractor for a state order for major repairs of another educational institution.

      Interestingly, the current information obtained by Newsler.ru from its sources was not "secret" to the regional authorities, who, knowing the true culprit of the school’s fall, informed "Monolit" on July 20 about the contract termination. Thus, the appointment of former chief engineer of "Construction Company" Sergey Shubnikov, as a "great specialist" in load-bearing structures, especially given that he was entrusted with the task of quality control of the construction, remains a very "big mystery" in the "gray house."

      "The only thing that can be assumed is the total lack of anyone willing to take on the "executioner" position of the "Customer Service" (especially for non-fulfillment of the national "Education" program): low salary—huge responsibility. Moreover, the new Minister of Education has actively involved himself in supervising "SEZ" operations. So, they probably hired a person "by announcement," without considering the reputation of the head of the subordinate," explained the interlocutor from the Ministry of Construction.

      Version: Who shot at the school in Dolgushino

      Recall that on July 22, 2023, 40 days after the roof collapsed, the under-construction school in Komintern was probably shot at. According to security personnel of the building, several shots were fired. And, according to the police, unruly children simply threw a stone at the fence. Somehow leaving about a dozen bullet-like holes in the fence.

      As explained by a "Monolit" source, many suspect that the "massacre story" could involve the leadership of "Construction Company," which was offended by the termination of its subcontract. To this day, having received no answer to the reasonable question: who did it and why, they prefer to speculate on who could have done it. And the headline version is closely linked to the owner of the company, Sergei Perminov, who liked to speak of himself as a paratrooper. He is not a "specialist" in "peaceful purposes," but rather in "pursuing enemies."

      At that time, Newsler.ru conducted its own investigation into the "incident," where the version of the investigation about the thrown stone and the security guard, whose "eyes of fear are so big"—so much so that the clatter of the metal fence into which the stone hit was mistaken for explosions and gunfire—completely changed the editorial's opinion but did not shake the police's confidence.

      Thus, examining the site of the first and allegedly the only "attack," an experiment was conducted: a stone thrown with non-childish force at the fence did not bend even the "professionally installed" corrugated iron. Nor did it leave holes that an unprofessional could interpret as "bullet holes." Especially since they were grouped closely: if two bullets hit the mark, the third went to the number nine at about seven o'clock.

      So, it was joked that if there were a women’s bathhouse behind the fence instead of a construction site, the appearance of several round holes widening from entry to exit (or from finger or stone—then the picture would be different—wider entry than exit) could be explained by "peaceful voyeurism."

      By the way, about five to seven meters from the "first stone-fall site," opposite the guardhouse, another area was found with a similar set of fresh round holes whose edges hadn't rusted yet. This allowed conducting another experiment to confirm that the shooting hand, wielding a familiar weapon grip, produced a consistent horizontal "firing line" at the same height.

      One of those interviewed, not police but a security guard for Newsler.ru, explained that there were two "incidents." The first happened around two in the afternoon when several pops and the "sound of metal against metal" were heard:

      "I know the sounds of war, I can distinguish a grenade explosion from a mine, a pistol shot from an automatic, because I was on battlefields. When it happened the first time, I honestly tensed up... My memory told me it wasn't a household noise. And even my partner was "pushed" psychologically. And it definitely wasn't the clatter of the fence hit by a stone. Going outside, I saw only a quickly departing car."

      And in the evening, around seven, when security guards were within the perimeter, there was a second burst: "I then thought it was a noise grenade, the sound was very powerful, so much so that my partner was even ill (probably concussed). Immediately, the police were called, who arrived almost two hours later."

      According to "Monolit," this is still not a complete characterization of the "new director of the new "UKS."
