The contractor was not authorized to change the pipe diameter on their own, as the parameters must be specified in the project and contract. Currently, the administration states that if local residents are willing and able, they can contribute again, and the problem will be resolved, but water supply organization is the responsibility of local government bodies. Activists have sent a request to the prosecutor's office for an inspection of the documentation and to determine who was at fault for residents spending their money.
