      A new норматив for the cost of one square meter of housing in Russia has been approved for the second half of 2025. According to the recent order from the Russian Ministry of Construction, it is now 113,685 rubles per square meter, compared to 107,611 rubles previously. Thus, the increase is 5.5%, according to the unified developer portal.

      The average market value per square meter by region for the third quarter of 2025 has also been determined. The most expensive square meter is in Chukotka (264,500 rubles), Moscow (198,500 rubles), and Kamchatka (178,900 rubles). In Saint Petersburg, the cost is 165,300 rubles; in Leningrad Oblast, 148,400 rubles; and in the Moscow region, 164,200 rubles. The cheapest "square" remains in Kabardino-Balkaria (55,000 rubles) and Ingushetia (58,000 rubles).

      In Kirov region, the average market value of a square meter in the first quarter of this year was 86,059 rubles, and by the third quarter, it increased to 91,479 rubles. The difference over half a year is 5,420 rubles.
