
The Capital Repair Fund received another 230 million
The new bill, introduced by the governor, says it will allocate 230 million rubles to the Capital Repair Fund. The FKR is asking for 100 million rubles for help with paying interest on loans this year. Another 130 are to carry out surveys of 1,857 houses included in the capital repair plan in 2022-2025. Due to them, the FKR wants to identify the houses that are most in need of repair, and repair them first. A number of changes are also being introduced that will allow the FKR to raise even more money — for example, the deadline for the introduction of the obligation to pay contributions for capital repairs after the construction of a house is reduced from five years to a year.
It should be noted that both at the committee meeting and at the plenary session of the Legislative Assembly, many deputies criticized the law. Someone even suggested not accepting it or accepting it at least in the first reading. The people's deputies were outraged about the ineffective, in their opinion, organization of the work of the FKR. Also, according to them, many local residents are outraged that they were promised to renovate their houses in 2022-2025, and now it is not a fact that this repair will be done. The deputies believe that such a situation can lead to a massive transfer of people to special accounts.
Some deputies were in favor of the bill, but only because it involves taking a large loan from the FKR, which will allow them to pay off contractors who completed work for the anniversary of Kirov and still have not received their money. According to some MPs, a number of companies did this at their own expense, while others had to go into debt because they never received the promised payment.
In the end, the bill was able to be "pushed through" despite numerous — including procedural — problems and disputes. 32 people voted for the ban, while only five voted against it.
